Microsoft 365 permissions are Microsoft Graph API permissions. They define what Microsoft 365 information an application can read.

Some permissions provide tenant-wide visibility and require administrator consent. This is expected for security, compliance, and assessment tools because the tool needs to review organization-wide configuration rather than only the signed-in user's data.
